DEVON
LADIES' LEAGUE 2006 - RULES
1. Singles
matchplay with stroke allowance 3/4 of difference. Maximum
handicap 35 with no lower limit.
2. Each club
to play one home and one away match against every other
club in accordance with the draw. A team consists of
6 players who shall play in order of handicap, plus
1 playing reserve. Failure to field such a team, a 'walk
over' of the 6th game may be permitted once. If it happens
a second time, the club shall be disqualified for the
season. If any decision cannot be resolved, team captains
should refer to the League Organiser.
3. Each game
within a match receives 3 points for an away win, 2
points for a home win, 1 point for a home draw and 1.5
points for an away draw. The score of the reserve
players should be entered on each match sheet but not
included in the total. If there should be a tie
between clubs at the end of the match season, then the
League Organiser would add the reserve players' scored
to the team scores to determine the division winners.
4. In the
event of a final play off (2 or more clubs) each match
must be played to conclusion, not halved on the 18th.
If members of the host club are involved a neutral course
must be found. A 7th player to be included in the semi-final
to enable a conclusion to the matches. Players must
have played in two matches prior to playing in the semi-finals
and final. The travelling reserve to be eligible if
numbers are insufficient.
5. If in any
division there is a tie on points and/or matches a play
off will take place on a neutral course (not the course
designated for the semi-finals or final) to be arranged
by the League Organiser of that year.
6. Teams for the semi-finals and final shall be selected
from a squad of 10 players.
7. Should the number of clubs entering reasonably enable
the League to be played in 4 divisions then the 4 semi-finalists
shall be the division winners determined by the points
system in 3 above. Otherwise there will be a division
winner from 6 divisions determined by the number of
points attained. 4 division winners will play quarter
finals on a neutral course for 2 semi-final places.
2 division winners will receive byes into the semi-finals.
Which division winners play quarter finals and which
division winners receive byes shall be decided by draws
after the draw for divisions at the AGM.
8. Only members from their home club shall be asked
to play. The exception to this being that if a member's
home club is not entering a team in this competition
she may be eligible to play in the League for any other
club to which she belongs.
9. A League team should not include any player who has
played in more than 2 County Still Cup and/or County
Presidents Trophy matches in the current season. This
includes a player's second club.
10. Matches to be played betweeen March and 15th September.
Individual clubs to arrange match dates. The semi-finals
and final to be played on a neutral course arranged
by the host club. Matches are played over 18 holes only,
except the semi-finals and final.
11. Teams should not have caddies except in the finals
but should a player in other matches have a need of
one the opposing Captain must be informed. Caddies are
not allowed on the greens.
12. Players must pay for their own teas.
13. Presentation of the Sharp Salver and runners-up
cup to be made at the host club after the final. The
AGM to be held on a day other than Finals Day and at
a central point. The draw for the following year to
be made at the AGM. The date for the next AGM to be
confirmed but should be before the end of October.
14. Host clubs to be in alphabetical order.
15. Organiser of the League to hand over the minutes,
notes and all correspondence appertaining to the League
to the next host club.
16. A fee of £7.50 to be paid by all competing
clubs to the host club to defray expenses. Any excess
to be handed to the next host club.
17. Printed results sheets to be issued by the host
club and returned duly signed by the winning club after
each match to the League Organiser.
18. League Organiser to display a table of results in
host club throughout the season.
19. Weather conditions - if the host course is open
the match must be played. If a captain decides not to
play their team then the match is a forfeit for that
club.

OF THE 20th AGM HELD AT FINGLE GLEN GOLF CLUB - 3rd
October 2005
The meeting
was chaired by Mrs. Stephanie May, Lady Captain of Holsworthy
Golf Club, the host club for 2005
46 ladies were present, representing
the 19 clubs taking part in the 2005 competition, plus
2 ladies from Sparkwell considering entering the League.
Stephanie
welcomed everyone and thanked the ladies from Fingle
Glen for their hospitality.

MINUTES OF AGM 2004
Having been
read and agreed as a true and accurate record of the
proceedings were duly signed (proposed by Issie MacFarlane
of Hele Park) and seconded Yvonne Alford (Fingle Glen).

MATTERS ARISING
There were
no matters arising.
4.
LEAGUE REPORT 2005
Stephanie
commenced her report by thanking Pauline Bezzant (to
whom she had delegated the job of League Organiser)
for her smooth running of the League this year. She
proceeded to report that Finals Day had gone well with
the semi-final 4 teams battling through rather unkind
weather conditions of the morning session, culminating
in Portmore defeating Ilfracombe and Wrangaton defeating
Yelverton. The final in the afternoon in improved conditions
saw Portmore claim victory over Wrangaton. Stephanie
offered congratulations on behalf of the clubs who had
taken part in the 2005 competition.
Stephanie
continued by announcing that Libbaton were withdrawing
from the League next season but Okehampton, Teign Valley
and Tiverton were joining making 19 clubs in next year's
competition.
She then noted
that the balance sheet (distributed to clubs) revealed
an increase of £5 over last year:

Finally, on
behalf of and at the request of Pauline, thanked everyone
for their co-operation and making her year fairly painless,
mentally that is, and special thanks were directed to
Jeanette Cudmore of Great Torrington for always being
there on the end of a phone.
5.
PROPOSALS
a)
Issie MacFarlane (Hele Park) proposed, seconded
by Sylvia Caunter (Hele Park) that: 'If a course is
open but weather conditions are unpleasant the match
should still be played'. After some discussion on the
rules of golf and who has the authority to close the
course it was agreed to amend the proposal as follows:
'if the host course is open the match must be played.
If a captain decides not to play their team then the
match is a forfeit for that club.' The amendment proposed
by Issie MacFarlane (Hele Park) and seconded by Christine
Wilson (Bigbury) was put to the floor and accepted by
15 votes for and 5 against. Therefore the proposition
as originally put to the meeting was accepted with the
addition of the amendment.
b)
Hele Park proposed that: 'If a match is cancelled
due to the course being closed, 3 alternative dates
must be offered and one of these dates must be accepted.'
Following a short debate this proposition was unanimously
defeated.

2006 took place resulting in 3 divisions of 5 teams
and 1 division of 4 teams:

INTRODUCTION OF HOST CLUB FOR 2006
Stephanie
introduced Issie MacFarlane and Sylvia Caunter from
Hele Park who will be the League Organisers in 2006.
Issie requested that any questions or problems be directed
to the Administration Assistant Olivia Dunn at Hele
Park Golf Centre 01626 336060, email info@heleparkgolf.co.uk.
Office hours are 9am-5pm. For the first time ever the
results of the Devon Ladies' League will be on the web
- www.heleparkgolf.co.uk. This
will save the League Organisers vast numbers of telephone
calls as clubs will be able to check their progress
throughout the season. Issie said she accepted that
a few people did not have access to the internet, in
which case a telephone call to Olivia is quite acceptable,
but thought that most clubs would find it a very useful
addition. Issie informed the meeting that Finals Day
would be on 27th September 2006.
8.
ANY OTHER BUSINESS
Sally Balchin
(Teign Valley) read a letter from Sue Pearman questioning
whether a previously agreed proposal about eligibility
for Devon Ladies' League had been omitted from the current
updated format. As it reads to date is correct:
No League team should include any player who has
played in more than 2 Still Cup or County Presidents
Trophy matches in the current season. This includes
a player's second club.
